Management of Zoomlion Ghana Limited has denied allegations of duplication of labour, undefined service charges, and missing bills of quantities in invoices for cleaning and vector control services at the 13th All African Games.
In a statement issued Thursday, May 28, 2026, the company described media reports on the Auditor-General’s findings as “untrue.”
Zoomlion said the findings misinterpret operational reality and ignore the distinct scope of services provided under separate contracts.
It added that all supporting documents were made available to the Auditor-General at the material time.
According to Zoomlion, the report wrongly mixes vector control services such as fogging and mosquito control with janitorial services like daily cleaning, waste evacuation, and toilet maintenance.
The company explained that these were separate contracts with different teams, equipment, and schedules. Vector control targeted mosquitoes, reptiles, rodents and cockroaches using specialised equipment, while janitorial services covered daily waste collection, mopping, disinfection and cleaning of stands and washrooms. The appearance of “labour” in both invoices, it said, reflects legitimate human resource costs for two distinct operations.
The company stated that every invoice is backed by a contract and service level agreement that defines the scope of “services”, including task frequencies, coverage areas and quality standards. The scope covered over 30 distinct activities, including daily emptying of colour-coded waste bins, mechanical sweeping, vacuum cleaning, removal of cobwebs and stains, provision of soaps and toilet rolls, mobile toilets, medical waste treatment and water supply with cesspit emptying.
Zoomlion said it deployed a full fleet across four venues: Accra Sports Stadium, Borteyman Sports Complex, Achimota Cricket Oval, and Bukum Trust Emporium.
The company stated that the equipment included compaction trucks, medical waste trucks, thermal foggers, knapsack sprayers, floor scrubbing machines, buffer machines, vacuum cleaners, mobile toilets, hundreds of colour-coded bins, PPE and consumables including detergents and spraying chemicals. Line item breakdowns, it noted, are available.
The statement added that all invoices, contracts, service schedules, daily supervision logs and equipment deployment records were duly submitted to the Ministry of Sports and relevant state institutions responsible for the African Games.
Zoomlion said the Auditor-General had every opportunity to review these documents.
Zoomlion highlighted services ran from March 1 to April 1, 2024, providing 31 days of uninterrupted coverage, including a full week before the Games.
A shift system provided 24/7 service, the company said.
It also noted that over 350 personnel were trained at the Army Peace Operations Training School from 4th to 24th February 2024 in waste management, vector control, health and safety, and conflict resolution.
The company added that waste segregation into recyclables and general waste reduced the event’s carbon footprint, and there were no disease outbreaks or sanitation failures.
