The Controller and Accountant-General’s Department (CAGD) has clarified claims circulating on social media alleging that GHC11 billion in funds allocated for the Accra-Kumasi Expressway project have been mismanaged, diverted, or paid out to contractors.
The Department debunked the assertions and categorically stated that the funds have not been released for construction works. However, it disclosed that it remains in a dedicated Bank of Ghana account pending project execution.
“The CAGD wishes to emphasise that these funds have not been paid to any contractor or spent on construction works. They remain in a dedicated Bank of Ghana account pending project execution.
“It is therefore incorrect to conclude that because the transfer appears as expenditure in the accounts of Central Government, the funds have already been spent on the construction of the Accra-Kumasi Expressway,” It said in a statement issued July 16, 2026.
It was further stated that the accounting treatment applied is a standard Government accounting practice and is fully consistent with Ghana’s Public Financial Management framework.
CAGD noted that the ongoing right-of-way clearing by the Ghana Armed Forces is a separate preparatory activity and is not being financed from these funds.
The statement expressed the Department’s continued commitment to transparency and full compliance with the Public Financial Management Act in the management of all public funds, and it will continue to provide accurate updates as the project progresses.
