Tema Oil Refinery (TOR) has received one million barrels of Ghana’s indigenous Jubilee Sweet Crude, marking another major milestone in the ongoing efforts to revive the country’s only state-owned refinery.
The consignment, delivered aboard MT Apache on Wednesday, July 15, 2026, fulfills President John Dramani Mahama’s commitment to ensure that crude produced in Ghana is refined locally to create value for the nation.

According to a statement from TOR, this is the second delivery of Ghanaian indigenous crude to the refinery under President Mahama’s leadership. The first was in December 2016 aboard MT Bodeira during his first term. The latest delivery is also the third one-million-barrel crude cargo TOR has received since May 2026, following supplies of Bonga and Baleine crude.
The refinery said the steady supply of crude has enabled it to continue producing petroleum products for both domestic and regional markets, a move it says is advancing Ghana’s energy security while supporting industrialization and value addition.

In a statement of appreciation, the Board, Management and Staff of TOR expressed gratitude to President Mahama for his “steadfast commitment, visionary leadership, and unwavering support” for the revival of the refinery.
The statement noted that his confidence in TOR continues to inspire efforts to deliver operational excellence in service to the nation.
The refinery also acknowledged the Minister for Energy and Green Transition, John Abdulai Jinapor, for what it described as his tireless leadership and strategic guidance in restoring refining operations and ensuring a reliable crude supply.
TOR further thanked its partners across the petroleum value chain, including crude suppliers Fujeirah and Triangle Trading Commodities, regulators, financiers, logistics providers and technical partners, for their role in the refinery’s resurgence.

The company reiterated its commitment to President Mahama’s vision of strengthening the link between Ghana’s upstream and downstream petroleum sectors.
It said this will help create jobs, enhance energy security, reduce import dependence, and position Ghana as a competitive refining hub for West Africa.
“Together, we are rebuilding Tema Oil Refinery and creating lasting value for Ghana,” the statement read.
