COMAC welcomes postponement of new fuel tax implementation

The Chamber of Oil Marketing Companies (COMAC) has officially welcomed the decision to revise the implementation date of the new Energy Sector Shortfall and Debt Repayment Levy (ESSDRL).

The fuel levy, which forms part of the Energy Sector Levies Act 2025 (Act 1141), was initially scheduled to take effect on Monday, June 9 but has now been postponed to Monday, June 16, 2025.

In a statement issued on Monday, COMAC expressed its appreciation to the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority (NPA), and the Ghana Revenue Authority (GRA) for the constructive engagements that led to the revision.

According to the Chamber, the new date will allow for better preparedness and a smoother transition in implementing the levy.

“We are pleased to announce our alignment and satisfaction with the revised implementation date for the new Energy Sector Shortfall and Debt Repayment Levy (ESSDRL),” the statement read.

COMAC emphasized that the postponement is a testament to the effectiveness of stakeholder dialogue and collaboration in addressing concerns within the petroleum downstream sector.

The levy is part of broader government efforts to address legacy debts and shortfalls within the energy sector, aiming to create a more stable and financially sustainable framework.

It is expected to impact fuel pricing structures, and stakeholders had raised concerns about the initial timeline, calling for a brief extension to ensure smooth compliance.

COMAC noted that the new date would give oil marketing companies and related institutions ample time to adjust their systems and operations in line with the new levy requirements.

The Chamber concluded its statement by commending the government agencies involved for their responsiveness and commitment to partnership.

It reiterated its support for policies aimed at restoring the health of the energy sector, provided such initiatives are implemented through consensus and effective engagement.
