Energy Minister orders ECG to cease operating multiple bank accounts

The Minister for Energy, John Abdulai Jinapor, has mandated the Electricity Company of Ghana (ECG) to consolidate its accounts into a single account.

According to Mr Jinapor, the directive is to enable the Energy Commission and other relevant bodies effectively monitor all transactions and funds flowing into the company.

During a parliamentary session on Wednesday, July 2, 2025, he elucidated that a new payment policy has been implemented, whereby payments are made at the end of the month.

This allows the company to utilise the cash waterfall mechanism to allocate and distribute revenues, which has yielded positive results thus far.

“I have directed as Minister that, ECG closes all the accounts which they have complied with and operate one single account. With that single account, as Minister, PURC, Energy Commission, all of us can monitor the amount that comes into the account.

“We’ve also directed that they make no payments until at the end of the month so that we can use the cash waterfall mechanism to apportion and distribute the revenues, and so far that has shown to give some positive results,” he stated.

He added that they are fortunate that the Finance Minister’s diligent efforts have resulted in a notable decline in the exchange rate, from 17% to 10.5%, which has consequently led to a substantial reduction of about 30% in debts when valued in cedis.

Mr Jinapor noted that the ECG has the mandate to install meters, and they are currently working on a bill to be submitted to Parliament that will impose severe penalties and punitive measures on those who tamper with or own unauthorised meters, serving as a deterrent.

Meanwhile, arrests and prosecutions of offenders are ongoing.

He emphasised that there is a specialised court for handling such offences; however, they are collaborating with Parliament to strengthen the legislation to impose harsher penalties for offenders.

He referenced an incident that occurred in Tamale, where some of their staff members were attacked while on an assignment from the Northern Electricity Distribution Company (NEDCo).

“In fact, there is a dedicated court for such offences, and so in collaboration with this house, we intend to bring that legislation so that we can make the punishment severe. It’s not only ECG; in Tamale, for instance, yesterday, when our men went from NEDCo on an exercise, some of them were attacked,” he stressed.

He appealed to Ghanaians to cooperate with the utility company to ensure revenue recovery, cautioning that failure to do so would lead to significant challenges in providing electricity for the country.
