Civil Society declares ‘Red Monday’ to protest Auditor General’s refusal to surcharge

Some Civil Society Organisations have protesting the Auditor General’s (AG) refusal to use his constitutional powers of surcharge and disallowance.

According to the groups, the AG’s inaction violates the Constitution that empowers him.

In a bid to mount pressure on the AG to fulfill his constitutional duties, the Civil Society groups including; Ghana Centre for Democratic Governance (CDD-Ghana), Citizens Movement Against Corruption, Africa Education Watch, OccupyGhana, IMANI Africa, Ghana Integrity Initiative (GII) among others demonstrated around the Office of the Auditor-General at Ministries.

In a letter to the Police regarding their protest, the Coalition for Democratic Accountability and Inclusive Governance said “this action is being organized in protest of the Auditor-General’s blatant refusal to perform his constitutionally mandated duty to disallow unlawful public expenditure and surcharge persons implicated in the 2019 and 2020 Auditor-General’s reports, in direct violation of article 187(7) of the 1992 Constitution of the Republic of Ghana…”

The  Citizen Coalition therefore declared today as ‘Red Monday’ and took to the streets of Accra to compel the Auditor-General, Johnson Akuamoah Asiedu to exercise his powers of surcharge and disallowance.

They accused Mr. Akuamoah of blatantly refusing to use his surcharge powers since 2019, despite several petitions from the public.

According to the latest report from the Audit Service the nation is losing about ¢17 billion through financial irregularities.

This was published in the Auditor General’s Report for 2021.
