2025 Budget: Ato Forson outlines plans for energy sector recovery

Finance Minister, Dr. Cassiel Ato Forson, has unveiled key measures in the 2025 Budget to address challenges in Ghana’s energy sector.

The interventions aim to reduce financial shortfalls, enhance efficiency, and ensure a stable power supply to support economic growth.

Presenting the 2025 Budget Statement in Parliament on March 11, 2025, Finance Minister Dr. Forson outlined key initiatives under the government’s Energy Sector Recovery Programme.

He announced that the Electricity Company of Ghana (ECG) and the Northern Electricity Distribution Company (NEDCo) would adopt measures such as improved metering systems and increased private sector participation to boost revenue collection.

The government also plans to increase the supply of natural gas (N-Gas) from 60 million to 100 million standard cubic feet per day. This move, under the Liquid Fuel-to-Gas Swap initiative, aims to reduce energy costs by leveraging cheaper gas prices.

“ECG and NEDCo will implement various strategies, including metering and a Private Sector Participation (PSP) approach, to enhance revenue collection. We will also increase N-Gas supply from 60 mmsc per day to 100 mmsc to take advantage of lower gas prices,” Dr. Forson stated.

He further disclosed that negotiations with Independent Power Producers (IPPs) are nearing completion to reduce fixed capacity and operational charges, which will generate significant cost savings for the energy sector.
