Gov’t to build 1,200MW thermal plant as Gas-to-Power shift -Ato Forson

Minister of Finance, Dr. Cassiel Ato Forson, has said that Ghana’s Gas-to-Power strategy is transitioning from costly large crude to cleaner, locally produced natural gas.

He noted that the transformation will reduce generation costs by about 75%, strengthen energy security, and align with the country’s climate goals.

Delivering the 2026 Budget in Parliament, Mr. Forson explained that the Offshore Cape Three Points (OCTP) partners have expanded gas processing capacity from 240 to 270 million standard cubic feet per day, while Jubilee and TEN fields have risen from 110 to 130 million per day.

“Within ten months we have added more than 50 million standard cubic feet per day of gas. A new agreement will add another 150 million standard cubic feet daily,” he added on Thursday, November 13, 2025.

Mr. Forson mentioned that, in the medium term, a total of 1,150 standard cubic feet of gas per day will be produced by the OCTP and Jubilee partners, enough to generate up to 1,200 megawatts of power, bigger than what Akosombo Dam can produce.

“Beginning 2026, government will commence the construction of a 1,200 megawatts state-owned thermal power plant to off-take the additional 150 million standard cubic feet of gas a day from OCTP partners and GPP 2,” Mr. Forson reiterated.

He added that government is fast-tracking the Ghana Gas Processing Plant Two (GPP 2) to process additional gas for power generation, ensuring reliable and affordable fuel for power generation.
