President John Dramani Mahama has officially assented to the Fisheries and Aquaculture Bill, 2025, marking a historic milestone in Ghana’s marine governance.

The newly enacted Fisheries and Aquaculture Act, 2025 (Act 1146) introduces sweeping reforms aimed at sustainability, compliance, and improved livelihoods, particularly for the country’s small-scale fishers.

In a statement issued by the Ministry of Fisheries and Aquaculture Development, the Act was described as “a landmark law that secures Ghana’s fisheries resources, supports livelihoods, strengthens compliance with international trade standards, and positions the sector for long-term growth and sustainability.”

Some key reforms under Act 1146 includes the following;

– Independent Fisheries Commission: The Act establishes a fully autonomous body to oversee the development, management, and conservation of fisheries and aquaculture resources.

– Legal and Regulatory Overhaul: Ghana’s fisheries laws are now aligned with international best practices, enhancing the country’s reputation and securing access to global seafood markets.

– Export Safeguards: With over $425 million in annual seafood exports at stake, the Act closes compliance gaps to prevent trade sanctions and protect economic interests.

– Stricter Enforcement: Tougher penalties against illegal fishing are introduced to restore depleted fish stocks and protect marine biodiversity.

– Fisherfolk Protection: The law mandates improved safety, security, and welfare standards for crew and workers aboard fishing vessels.

– Expansion of the Inshore Exclusive Zone (IEZ): The IEZ has been extended from 6 to 12 nautical miles, safeguarding breeding grounds and ensuring better catches for over 2.7 million artisanal fishers—bolstering both livelihoods and national food security.

The Ministry emphasized that the Act is not only a regulatory upgrade but a strategic intervention to secure Ghana’s marine future.

“This is a bold reform that reflects our commitment to sustainability and the welfare of our fisherfolk,” the statement read.
