I inherited $200m, Gh¢300m debts when I took over as DVLA CEO – Kotey

The Chief Executive Officer (CEO) of the Driver and Vehicle Licensing Authority (DVLA), Julius Neequaye Kotey, has disclosed that he inherited debts upon assumption of office.

Mr. Kotey stated that the DVLA has two accounts, a dollar account and a cedi account, with the dollar account debt amounting to approximately $ 200 million, while the cedi account was also close to GHC300 million.

In an interview on the Angel Morning Show (AMS), he explained that one account is dedicated to roadworthiness and the other is for machines used for printing hardware and service level agreements.

“I don’t understand why I should pay for roadworthy and sign another contract for hardware. I have paid 60 million cedis for materials used in printing licenses, and the roadworthy debt has also been cleared,” he said on Tuesday, October 28, 2025.

He assured that he has engaged the Ministry of Transport and the Ministry of Finance to make efforts to resolve the situation and settle the three-year contract debt, as this marks the third year of the deal.

“Sincerely, DVLA do not have money to pay for the debt, not even 20 million dollars,” he stressed.
