Ghana and Qatar begin implementation of Labour Mobility Agreement

Ghana has officially commenced the implementation of its newly ratified Labour Mobility Agreement with Qatar, a landmark partnership expected to expand job opportunities for thousands of Ghanaian professionals abroad.

Minister for Foreign Affairs and Regional Integration, Samuel Okudzeto Ablakwa, disclosed the development after meeting with Qatar’s Minister for Labour, Dr. Ali bin Saeed bin Samikh Al Marri, on the sidelines of the Doha Forum.

“I was hosted by His Excellency Dr. Ali bin Saeed bin Samikh Al Marri, Minister for Labour of Qatar in the margins of the Doha Forum yesterday. I am grateful to my good friend for his excellent hospitality and exceptional brotherhood,” Ablakwa stated in a Facebook post Monday, December 8, 2025.

He explained that, the agreement, ratified by both the Ghanaian and Qatari Parliaments last week, paves the way for structured labour migration between the two countries.

Mr. Ablakwa, according to official data from Qatar’s Labour Ministry, there are currently 13,000 Ghanaians working in Qatar.

He indicated Ghana aims to double this figure by next year and reach 50,000 workers in the medium term.

As part of the deal, Mr. Ablakwa said Ghana will host the first meeting of the Ghana-Qatar Joint Technical Committee in February 2026, tasked with overseeing the effective implementation of the agreement and empahshied that “We commit to a transparent and credible recruitment process.”

The Minister highlighted that Ghanaian professionals will contribute across diverse sectors including aviation, tourism, IT, logistics, transportation, and public health.

“Best wishes to all talented Ghanaians who will be holding high the flag of Ghana in multiple sectors… as they work under better conditions with strong protection of their rights,” he added.

Mr. Ablakwa noted that the initiative forms part of the Mahama administration’s broader policy agenda to create jobs for Ghana’s youth both locally and internationally.
