The Deputy Minister of Finance, Thomas Nyarko Ampem, has uncovered irregular payment claims amounting to GH¢8.1 billion, explaining that the current administration rejected them due to issues of falsified documents.
Addressing Parliament on Tuesday, March 10, 2026, the minister disclosed that the report “included unsupported documentation, duplication, overstatement, already paid items, falsified store receipt advice, and no work done.”
He stressed that the Gh¢1 billion of outstanding Interim Payment Certificates (IPCs) from 2024 were pending approval by the Ministry of Finance and submitted to the Controller and Accountant General Department for payment, “noting that it would have gone through if the Ministry of Finance had not taken a bold step to stop settlement in January, 2025.”
The Minister also added that Gh¢7.1 billion outstanding IPCs and invoices, payment requests from MDAs to pay suppliers and contractors, were rejected for reasons such as duplication, and lack of adequate supporting documents.
