School placement headaches: Gov’t to upgrade 30 Category ‘C’ schools to Category ‘B’ status

Finance Minister, Cassiel Ato Forson has said that the government will upgrade 30 Category ‘C’ schools to Category ‘B’ status.

Reading the national budget on Thursday, November 13, 2025, he explained that there would be an upgrade in the Categories of secondary schools in Ghana, stating that this will function under the developed 2 year program to end the double track system.

According to him, the categories ‘A’ and ‘B’ schools receive all the needed attention, while the Category ‘C’ schools remain under enrolled due to a lack of infrastructure, adding that the program will end the infrastructural disparities.

“The reality is that while category A and B schools receive overwhelming demands, Category C schools which hold more than half of available spaces remain under enrolled due to infrastructure inequality gaps.

This inequality must end and indeed will end,” he affirmed.

He highlighted that 30 Category C schools would be upgraded to Category B schools by building more infrastructures to enhance teaching and learning.

“We will accordingly upgrade 30 category C schools to category B.

We will build new classroom dormitories and modern science resource centres for these new schools,” he outlined.

Mr. Forson also said that the government will complete 30 of the abandoned E blocks in urban and peri-urban areas and expand access for students in high demand areas.

He added that Category A schools will be enhanced by building more infrastructure to improve learning.

“Under this program, we will upgrade category A schools by building new classroom blocks, dormitories, and quality improvement,” he noted.

He further mentioned that the government will upgrade 10 category B schools to category A by equipping them with modern classrooms, dormitories, libraries, science, and ICT laboratories.
