Man’s death at West Hills Mall: Human rights, commercial lawyers petitioned IGP and AG

Police has confirmed that Pathology conducted on the deceased reveals he swallowed a substance in a polythene bag believed to be narcotics.

An advocacy for Human Rights, Public Interest Oil and Gas, Corporate and Commercial Lawyers have petitioned the Inspector General of Police Ghana (IGP) and the Attorney General over the murder of a civilian at West Hills Mall in the Greater Accra Region.

The petitioned followed the incidents which resulted in the death of Shadrach Arloo, a 32-year-old man at the premises of the West Hills Malls at Weija in Accra.

Following the incident management of the mall eyewitness account including that of its security personnel indicate that, Shadrach Arloo resisted an arrest by a police officer who suspected he was in possession of drugs or banned substances.

He was allegedly beaten and tased to death by one of the said men, according to some eyewitness.

The police in a press statement issued Tuesday, January 31, 2023, said the Police Professional Standards Bureau (PPSB) has lunched investigation into the allegation and has contacted Perpetual Didier, the gospel musician to assist with the investigation.

“We would like to assure the public of a thorough investigation into the matter,” a statement signed by Assistant Superintendent of Police (ASP), Mr Victor K. Dosoo for the Director of Police Public Affairs said.

However, the group, who acted on the instructions of the Member of Parliament of Jomoro Dorcas Toffey and the family believes the incident must be investigated since it involves the loss of life and should not be treated lightly.

“We are therefore petitioning your office to cause a full scale investigation into the murder of the deceased by your officers and their abettors at the West Hills Mall in respect of the events of Monday, 30th January 2023.

Initiate or cause to be initiated disciplinary and criminal proceedings against any officer and persons found culpable in the murder of the deceased Shadrack Arloo of Monday, 30th January 2023.

To initiate or cause to be initiated, negotiations with our clients to cover the cost and the financial burden brought on the family due to the recklessness of your officers and negotiate reasonable and appropriate monetary compensation to the family for the loss of life and for support for the son who has many years to live without the deceased.”

They added “We have firm instructions of our client to institute civil action against your office for the wrongful death of their son and to initiate any other proceeding necessary to ensure that justice is served in this case in the event that you fail to meet the demands of this petition.

“We look forward to an expedited response and action from your office to save all of us the cost of further actions and Public Interest Lawyer, Barrister & Solicitor of the Superior Courts of Ghana,” they petitioned said.
