Gov’t to rollout 2-year program to end double track system – Finance Minister

Finance Minister, Casiel Ato Forson has said that the government has developed a two year program to end double track system in secondary schools.

Addressing Parliament during the presentation of the 2026 Budget on Thursday, November 13, 2025, he stated that the government is ruling out a two program to end double track system in our secondary schools, adding that, there would be an expansion of infrastructure to improve access to quality education.

“Government is ruling out a two program to end double track system in our secondary schools.

We will expand infrastructure, enhance quality and improve access,” he noted.

He explained that this initiative seeks to upgrade, modernise, and widen access to secondary education to all children regardless of their background.

“Government is embarking on a bold and transformative initiative to upgrade, mordenise and expand access to secondary education across the country ensuring that every Ghanaian child regardless of background or location can learn, grow and succeed,” he emphasized.

Mr. Forson argued that the New Patriotic Party (NPP) introduced the double track system, which has negatively affected the quality of our education.

“The previous administration introduced a double track system which has adversely affected the academic calendar and the quality of our education.

Many schools are overcrowded, and others lack the infrastructure or resources to deliver quality education,” he emphasized.

He further highlighted that the two year program will eliminate the double track system and ensure that every child can attend school full time in dignity and in safety.
