NACOC opens applications for industrial and medicinal cannabis cultivation

The Narcotics Control Commission (NACOC) has formally opened applications for licenses to cultivate and manage industrial and medicinal cannabis in the country, following the historic launch of the national licensing regime in February 2026 by the Ministry of Interior.

The application, which takes immediate effect, was announced in a statement issued by NACOC on Wednesday, March 11.

“This milestone marks the implementation of section 43 of the Narcotics Control Commission Act, 2020 (Act 1019), as amended and L.I. 2475, signifying a strategic shift toward harnessing the economic and health potential of cannabis while maintaining the highest regulatory standards,” NACOC said.

“The Narcotics Control Commission (NCC) is pleased to announce that applications are now open for the cultivation and management of cannabis.

“This milestone marks the implementation of section 43 of the Narcotics Control Commission Act, 2020 (Act 1019), as amended and L.I. 2475, signifying a strategic shift toward harnessing the economic and health potential of cannabis while maintaining the highest regulatory standards,” NACOC said.

According to NACOC, under the new framework, licenses are restricted to cannabis with a THC content not exceeding 0.3% on a dry weight basis.

The program is dedicated to industrial use, such as the production of high-quality fiber and seeds, and medicinal use for pharmaceutical and health-related products.

NACOC has outlined eleven categories of licenses available to individuals and corporate entities, including cultivation, processing, breeding, research and development, laboratory testing, storage, transportation, import, export, sales and distribution, as well as advertising and promotion.

To streamline participation, the Commission has introduced a digital application process. Interested applicants can visit the official portal at www.ncc.gov.gh, select their desired license category, complete the online forms, and submit required documentation.

It noted that payments can be made securely via Visa card, Mobile Money (MoMo), or through vouchers obtained at any NIB Bank nationwide.

NACOC expressed commitment to building a fair, transparent, and accountable cannabis industry.

“Our priority remains safeguarding public health and safety, while fostering lawful innovation that contributes to the industrial development of Ghana,” It pledged.
