Finance Minister Dr. Cassiel Ato Forson has announced the government’s plan to construct 10 new Senior High Schools (SHSs) across the country as part of measures to improve secondary education.
He made the announcement while presenting the 2026 Mid-Year Fiscal Policy Review in Parliament on Thursday, July 23, 2026.
In his presentation, he disclosed that the initiative aims to eliminate the double-track system introduced by the previous administration.
Dr. Forson indicated that the initiative forms part of a US$300 million World Bank-funded programme to improve infrastructure and expand access to quality secondary education.
Giving a breakdown of the project, he said it involves more than 200 major infrastructure interventions, including the construction of 10 new secondary schools, the rehabilitation of 150 existing schools, the upgrading of 30 Category C schools to Category B, and the conversion of 20 Category B schools into Category A institutions.
The Finance Minister explained that the 10 new schools will be strategically distributed across underserved areas, with one school each to be constructed in the Western, Western North, Greater Accra, Volta, Oti, Northern, Upper East, Upper West, Savannah and Central regions.
“Education remains one of the most powerful investments we can make in the future of our country. Government is therefore taking bold steps to transform secondary education,” the minister said.
He said that upon completion, the project is expected to benefit about 2.3 million students, more than 100,000 teachers, and approximately 2,000 school leaders across the country.
He also said that the government will provide furniture for beneficiary schools under the programme.
Dr. Forson said he believes the initiative will complement the government’s efforts to end the double-track system and improve learning outcomes in key subjects such as Mathematics and Science.
He observed that this will help increase female participation in Science, Technology, Engineering and Mathematics (STEM) and Technical and Vocational Education and Training (TVET).
