Greater Accra National Democratic Congress (NDC) Regional Secretary hopeful, Ebenezer Arkutu has unveiled a six-pillar development agenda aimed at transforming the party into a financially sustainable and welfare-driven organisation across the region’s 34 constituencies.
Mr Arkutu, a former Chairman of the Ayawaso Central Constituency, said his vision is to transform Greater Accra into “the most powerful regional bloc in the history of the NDC” by running the region as a corporate political organisation.
At the core of his manifesto is what he called the Permanent Infrastructure Agenda.
He described it as unacceptable that after 34 years, the NDC in Greater Accra still did not own a permanent regional secretariat. He pledged to acquire land and commence construction of a state-of-the-art Regional Secretariat within 18 months of taking office.
For constituencies, he proposed a dedicated Constituency Infrastructure Fund financed through stakeholder fundraising and diaspora partnerships, plus a Corporate Adopt-A-Constituency initiative that would match party patrons with specific constituencies to sponsor office buildings.
Mr Arkutu also proposed a Regional Health and Medical Aid Fund to support party members facing critical illnesses, surgeries, and medical emergencies. According to him, the fund would be financed through a voluntary 1% levy on MPs, appointees and patrons, contributions from members, and an annual “Health-for-All” fundraising gala. It would be managed by independent trustees comprising health professionals and party elders to ensure transparency.
On education, the aspirant proposed an Educational Affairs and Opportunity Unit to end what he called ad-hoc academic assistance. The unit would operate three desks: a Scholarship Placement Desk to secure local and international scholarships for members across all 34 constituencies, a seasonal CSSPS Support Desk to assist with Senior High School placement, and a Tertiary Admissions Hub to facilitate university admissions.
To make the region financially self-sustaining, Mr Arkutu proposed an NDC Sovereign Wealth and Enterprise Initiative. Under this, the region would establish a commercial printing and logistics company, set up Agro-NDC Co-operatives including farms for cash crops, poultry and aquaculture, and create a Grassroots Venture Capital Fund to provide interest-free revolving microcredit for women and youth.
He added that every constituency would own equity shares in the regional businesses, with quarterly dividends paid directly into constituency accounts.
Mr Arkutu further proposed a Regional Legal Aid Unit to provide free legal services to members who could not afford representation. The unit, to be housed at the Regional Secretariat, would be staffed by NDC-aligned lawyers and paralegals, with a dedicated Legal Defence Fund to cover filing fees and logistics.
His final pillar is a Regional Complaints and Feedback Desk to bridge the communication gap between leadership and the grassroots. The desk would operate through a toll-free hotline, a secure WhatsApp line and web portal, and physical suggestion boxes at party offices to allow members to report grievances and propose ideas.
Mr Arkutu said the implementation of the agenda would require collaboration with party executives, MPs, appointees and patrons to build a stronger and more responsive regional party structure.
