The Managing Director of the Tema Oil Refinery (TOR), Edmond Kombat, has said the refinery is planning to expand its refining capacity to 200,000 barrels per day as part of efforts to increase local fuel production and strengthen Ghana’s energy security.
According to Mr Kombat, the immediate plan is to raise the existing refinery’s capacity towards 100,000 barrels per day, with a further expansion target of 200,000 barrels per day.
He said the government was also considering restructuring TOR to enable it to operate on sound commercial principles without undue political interference.
The Managing Director of TOR, Edmond Kombat, disclosed this at the Government Accountability Series at the Presidency on Monday, October 26, 2026.
Mr Kombat added that the Ministry of Finance was working with TOR to consider writing off 120 million dollars of the refinery’s legacy debt owed to the government or converting it into equity.
He said the expansion formed part of a broader plan to increase domestic refining and reduce Ghana’s dependence on imported finished petroleum products.
The government is targeting to meet about 70 per cent of national fuel demand through local refining by 2028.
Mr Kombat said management would continue working with strategic partners to improve the refinery’s capacity and sustain its recovery.
