Security Intelligence Consultant, Richard Kumadoe, has explained the concept of Controlled-Delivery, describing it as a critical but often misunderstood law enforcement technique.
In a write-up shared on Tuesday, November 3, 2026, Mr. Kumadoe said Controlled-Delivery decisions can be taken at the highest levels of institutional leadership, especially at agencies assigned with investigating and prosecuting crimes.
He explained that the decision can also be taken by middle-level officers who “may not have the needed support from their superiors” as well as lower-level officers working in hostile environments where speaking out may lead to personal attacks.
According to him, onlookers who can remain discreet may also trigger a Controlled-Delivery exercise with a tip-off.
He stressed that the baseline for any such operation is that “a crime must be identified, suspects arrested or restricted, and appointed law enforcement officers at a preferred destination… given prior notice.”
