Corporate Affairs Officer at Tema Oil Refinery (TOR), Godwin Mahama Ayaba, has criticized the previous government for lacking clear policy direction, saying it often undertook implementations without proper planning.
He argues that the Free SHS policy from the New Patriotic Party (NPP) is a clear justification of his assertion, explaining that it was rushed in its implementation and lacked clear direction.
Speaking on Angel TV, Mr. Ayaba added that the Free SHS policy operated without a formal policy document, which was only developed in the final year of the then-ruling government.
“There was no policy document backing free shs policy. Last year when they were about leaving office, that was when they were preparing policy document to guide the Free SHS, so they run it for eight years without any policy direction,“ he reiterated on Tuesday, December 9, 2025.
Mr. Ayaba mentioned that these incompetent linked to the NPP cut across all sectors, highlighting how trainee nurses were left unemployed for a number of years until the current NDC administration took office.
”When the National Democratic Congress (NDC) came to office, they discovered that nurses who graduated under the NPP had not been employed in 2022, 2023, and 2024. The NPP had promised employment to nurses but failed to hire those who had completed school,” he alluded.
The TOR Corporate Affairs Officer and a member of the government communications, however, noted that the NDC had always been on top of governance when it comes to direction on policy implementation.
