2023 African Games: Ex-Sports Minister, two others cited in GH¢580m financial irregularities

Former Minister of Youth and Sports under the New Patriotic Party (NPP) government, Mustapha Ussif, together with two others, have been cited for financial irregularities in Ghana’s hosting of the 13th African Games in 2023.

The two others are former Chief Director of the Sports Ministry, William Kartey, and former Local Organising Committee Chairman of the competition, Kwaku Ofosu-Asare.

These former government appointees are among several top officials flagged in financial irregularities amounting to GH¢580,042,347.40, according to the Auditor-General’s report.

The findings, contained in a 700-page report submitted to Parliament on February 26, 2026, form part of ongoing investigations into how funds allocated for the Games were spent.

According to the report, the irregularities include questionable procurements, inflated catering costs, accommodation expenses, vehicle services, infrastructure works, and contract variations.

The widespread breaches in the organisation of the Games have raised serious concerns about financial oversight.

Recalled that President John Dramani Mahama, in November 2025, ordered a forensic audit into the organisation and management of the 13th All-African Games.
