The Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, has presented an update on the government’s Social and Affordable Housing projects.
He provided detailed insights into the ongoing initiatives on Wednesday, January 28, 2026, during his sector’s turn in the Government Accountability Series.
The Minister outlined progress across several flagship initiatives:
Kpone Affordable Housing
The TDC Ghana Ltd. is spearheading the construction of 800 housing units at Tema Community 26, which are currently at various stages of completion.
Oxygen City Housing Project – Ho
In the Volta Region, the Oxygen City Housing Project is delivering 1,000 affordable housing units on a 1,700-acre site. This marks TDC’s first project outside Tema. The development will feature modern amenities including a school, hospital, shopping mall, gymnasium, and recreational facilities. Completion is targeted for June 2027.
Saglemi Affordable Housing
The long-delayed Saglemi Housing Project has advanced with the developer selection completed by Deloitte Ghana. The Head of Terms has been signed, while the Joint Venture and Shareholders’ Agreement have also been finalized. The document is currently under review by the Attorney-General’s Department.
State Housing Company Projects
– Surge Homes, Amrahia – 68% complete
– SHC Gardens – 70% complete
National Homeownership Fund
– 129 units completed at Tema Community 22, awaiting commissioning.
– 50 units at Shai Hills expected by Q2 2026.
Government Redevelopment Programme
As part of efforts to revitalize underutilized state lands, 625 housing units are under development. Already, 195 units have been completed at Roman Ridge, Labone, and Lartebiokorshie, with allocations made to public servants.
Akosombo Dam Spillage Resettlement
Following the devastating spillage, 2,225 homes have been validated for reconstruction across four regions.
– Phase I: 1,010 units earmarked for North, Central, and South Tongu.
– Currently, 251 units are under construction across eight sites.
Greenville District Housing Programme
A pilot initiative is underway in eight districts, each receiving 20 two-bedroom units. The project employs hybrid construction methods using compressed earth bricks and sandcrete, with a strong emphasis on sustainability and affordability.
