The Minister for Health, Hon. Kwabena Mintah Akandoh, has revealed that the Ministry of Health was saddled with a staggering debt of GH¢12.68 billion when the current government assumed office.
Speaking at the Presidency during the Government Accountability Series on July 18, 2025, the Minister outlined the dire financial state of the Ministry upon takeover, citing unpaid bills to service providers, arrears owed to donor partners, and outstanding payments to contractors.
“We inherited a Ministry of Health burdened with a staggering debt of nearly 12.68 billion Ghana cedis,” he said. “Despite this, we have not wavered in our commitment to deliver.”
He also addressed the state of the Agenda 111 initiative, a flagship hospital construction programme.
According to the Minister, although $344 million had been invested into the project by the previous administration, no hospital had been completed and operationalised by the time the current government took over.
He further disclosed that the project left behind over GH¢1 billion in arrears.
“The much-touted Agenda 111 programme had not completed and operationalised a single hospital. Worse still, it left behind over 1 billion Ghana cedis in arrears for us to settle,” he stated.
Hon. Akandoh assured the public that the Ministry is taking concrete steps to restore financial stability and improve healthcare delivery across the country.
