The government has approved drastic reforms to address the cocoa sector’s challenges, including delayed payments to farmers.
The Minister of State in charge of Government Communications, Felix Kwakye Ofosu, announced that Finance Minister Dr. Cassiel Ato Forson will address the nation on Thursday, February 12, 2026, at 11 a.m. to outline the measures.
He explained that the reforms aim to boost domestic cocoa processing, improve COCOBOD’s management, and ensure timely payments to farmers.
“As advertised yesterday, we have just concluded a lengthy cabinet meeting, which was an emergency session that discussed the cocoa sector and matters arising there.
“At the end of the session, decisive measures have been agreed upon regarding expedited
payment of cocoa farmers regarding the implementation of the most drastic reforms in the cocoa sector, with a view to achieving quantum leaps in domestic processing of cocoa as opposed to export of raw materials and various reforms to be carried out at the COCOBOD board in order to ensure more effective administration and management of the cocoa sector.
“Now, at 11 am., the finance minister will address the people of Ghana and announce this far-reaching measure as agreed upon at the end of the cabinet meeting today,” he highlighted.
He further noted that the government plans to restructure COCOBOD financially, enhance transparency, and protect farmer incomes.
The emergency cabinet meeting was convened to tackle the sector’s liquidity crisis and payment delays, which have affected farmers’ livelihoods and access to healthcare and education.
