The Ghana Revenue Authority (GRA) has announced that, effective May 1, 2022, the implementation of the 1.5% levy on Electronic Transaction (E-Levy) will start on May 1, 2022.
In a public notice, the Authority said the implementation follows the passage of the E-Levy in Parliament.
“The Commissioner-General of the Ghana Revenue Authority (GRA) wishes to inform the general public that following the passage of the Electronic Transfer Levy Act 2022 (Act 1075) implementation of the Levy commences on 1st May 2022” it noted.
The E-Levy will impose 1.5% on all electronic transfers.
Detailing the Electronic Transfer Levy Act 2022 (Act 1075), GRA explained that it will be apply to mobile money transfers done between accounts on the same electronic money issuer.
It also applies to mobile money transfers from an account on one electronic money issuer to a recipient on another electronic money issuer.
“Transfers from bank accounts to mobile money accounts and transfers from mobile money accounts to bank accounts” the statement highlighted.
Meanwhile, bank transfers on an instant pay digital platform or application originating from a bank account to an individual subject to a daily threshold will be determined by the Minister of Finance.

The controversial Electronic Transactions (E-Levy) Bill was approved by a Majority-sided House in Parliament on Tuesday, March 29, 2022 after a decision was reached after the Minority Caucus had staged a walkout.
Subsequently, President Nana Addo Dankwa Akufo-Addo on March 31, assented the E-Levy bill into law.
However, the Minority Caucus in Parliament has served notice to file a law suit to challenge the legitimacy of the decision taken by the Majority Caucus of less than 137 members to approve the E-Levy bill.
