The Eastern Regional Minister, Rita Akosua Adjei Awatey, has urged all 33 Municipal and District Assemblies (MDAs) in the region to prepare realistic and credible 2027–2030 Composite Budgets that reflect approved expenditure ceilings and revenue projections.
She also reminded them to comply with public financial management, procurement and local government laws, and to use the GIFMIS Budgets Module, also known as Hyperion, to capture their budgets.
The Minister made the call at the Regional Composite Budget Hearing held in Koforidua where she addressed stakeholders on behalf of the Minister for Finance, Dr Ato Forson.
Mrs Awatey said the four-day hearing provided an opportunity to review the performance of the assemblies, assess their development priorities and ensure that government policies and community needs were translated into well-costed and implementable programmes and projects.
She expressed optimism that, following the hearings, all 33 Municipal and District Chief Executives would lead their respective Budget Committees in finalising the budgets for approval by their General Assemblies before submission through the Eastern Regional Coordinating Council to the Ministry of Finance by November 4, 2026.
The Regional Budget Analyst, Nii-Djeshie Douglas, also urged the assemblies to clearly outline the implementation status of their 2026 budgets, achievements, challenges, performance indicators, and proposed revenue and expenditure estimates for 2027–2030 in their presentations, in alignment with the guidelines issued by the Ministry of Finance.
He stressed the need for discipline, responsibility and a results-oriented approach to produce credible budgets that would improve service delivery and contribute to local and national development.
The hearing forms part of the nationwide budget preparation exercise being conducted across all 16 regions for the 261 MMDAs from October 12 to 23, 2026, in accordance with Regulation 17(3) of the Public Financial Management Regulations, 2019 (L.I. 2378).
